Mr. Meagher has represented clients on cross-border transactions in China for over 20 years. He has experience with foreign direct investment, mergers & acquisitions, project development and site redevelopment. His clients have included a wide range of businesses, such as factories, chemical manufacturing plants, venture capital funds, financial services firms, power plants, telecommunications infrastructure facilities, software development, consulting, and real estate development firms.

In addition to his work with European and North American clients, Mr. Meagher has also represented Chinese clients in their overseas operations on legal and business strategy issues, including foreign direct investment, acquisitions, joint ventures, reverse mergers, IPOs, venture capital fund creation and investment.

Formerly a partner with several major law firms, Mr. Meagher has extensive familiarity with U.S., Chinese and other countries' laws affecting the structuring of direct and indirect investment in Chinese operations.

Mr. Meagher has a J.D. and B.A. from Boston University. He is fluent in Mandarin Chinese and Spanish and speaks Shanghainese. He has lived for over three years full-time in Shanghai, where he heads C.W. Downer’s China operations.
